POLICIES AND PROCEDURES

 

POLICY DEVELOPMENT/ALTERATION*

 

The President or any member of the Executive Committee may present a policy/alteration for adoption by the Executive Committee/Membership.  The purpose of these policies will be to facilitate the ongoing general operation of the MPLN.

 

PROCEDURE:

 

  • The policy/alteration will be proposed at an Executive Committee meeting.
  • The proposed policy/alteration will be reviewed and investigated for a period of not less than thirty days.
  • The proposed policy/alteration will be voted on at the next Executive Committee meeting
  • Announcement of the adoption of said policy/alteration shall be made to the membership at the appropriate time.
  • All policies shall be placed in a designated manual maintained by the President.  A copy shall be available in the Golf Association room.  All policies shall be available on the MPLN website.  In the case of a policy deletion, said policy shall be removed from the manual and archived.
  • Format for all policies shall include a policy statement and a descriptive procedure. 
  • Written format for all policies shall be on Microsoft Word in Times New Roman #12.

POLICY:  WEEKLY LEAGUE PLAY

 

Tuesday is designated league day for MPLN.

 

PROCEDURE:

 

 Weekly Eligibility:

 

  • A completed application and a check for the year's dues must be submitted to the Membership Chair.
  • Before being eligible to play on League days all new members shall attend a New Member Orientation, held once every month.
  • Five scores of games played on any USGA rated course are needed to establish a trend handicap.  The USGA system issues official handicaps on the first and the fifteenth of every month. 
  • If the player already has a USGA handicap from another course it may be transferred into the MountainView system.
  • A member will be able to play on league day only after five scores have been recorded and a trend handicap is established.
  • Disability handicaps shall follow AWGA rules.
  • All new members are encouraged to participate in the Partners for Par program.

 

Weekly sign up and Fees:

 

  • The deadline for signing up for weekly league play is 12 noon on the Friday preceding play.
  • Participants will pay $2.00 for the weekly prize pool and $.50 for range balls on checking in the day of league play.

 

 Weekly Scoring:

 

  • Scorecards must be attested by all players within a group and turned in to the Pro Shop.  Each player is responsible for attesting and adjusting the scorecard immediately after play. No adjustments will be allowed after the card has been submitted.
  • If a player does not wish to sign the card because of a rules question or dispute in scoring, she should contact the weekly tournament chair immediately and resolve the issue on the day of play and then sign the score card.
  • A player will be disqualified for either failing to sign her card or for not posting within 48 hours (noon on Thursday following the event).  Disqualification will result in forfeiture of weekly prize money.

 

 

 

 

Cancellations:

 

  • The Weekly Tournament Chair will handle all player cancellations prior to the day of play.
  • Cancellation on the day of play is the player’s responsibility.  The player must call the Pro Shop to cancel.
  • On Tuesdays (league play days) when the weather is questionable, the President will check with the course superintendent thirty minutes prior to the first tee time.. If conditions are truly poor, there will be a message on the recorder to announce cancellation of the day’s game.  If cancellation is required, the MPLN President will notify all players by e-mail.

Prize Money:

  • The official list of winners from league play will be available in the Pro Shops and posted on the website.  The final list will include scores and payout amounts. A copy of the list of winners will be provided to the Pro Shop.  All payouts will be in the form of Pro Shop credit.  
  • The "prize money pool" will be separate and distinct for each flight and will consist only of the aggregate entry fees paid in by the entrants in that flight.  All monies collected on any Tuesday will be disbursed that same week. There shall be no carryover pool.
  • The payouts to the winners in any flight will be solely based upon the "prize money pool" collected for that flight. 
  • For payout purposes, entrants shall be defined as individuals or 2 or 4 women teams.
  • The “prize money pool" size will vary from week to week dependent upon number of entries. Special tournament events may have a different payout plan as needed.
  • One-third of the field will receive a payout
  • The individual amount paid ($2.00) will be the least amount of payout.
  • In the event of a tie, the pool money will be combined for that position, i.e., 1st or 2nd, and split evenly among the winners. 
  • Payouts for the subsequent places shall be dependent upon the number of remaining payout positions and players/teams that qualify.  Payout positions shall not exceed the table below, but may be less depending upon ties.
  • A scorecard play-off may be used for ties at the discretion of the Weekly Tournament Chairs.

Awards:

 

Birdies and Eagles:  Members will be recognized for their first Birdie and Eagle per hole on league day.

 

Hole in One:  An award will be presented to any member scoring a hole in one on a scheduled league day.

 

Breaking 40, 45 & 50: Members will be recognized for breaking 40, 45 or 50 for the first time on a scheduled league day.

 

Most Improved Player: The USGA formula will be utilized by the Weekly Tournament Chair to determine the winner.  Eligibility covers January 1 to December 31. To be eligible to win, a member must have an established handicap as of January 1 of the year in question.   The award will be presented at the annual January meeting.

 

Ace of the Month/Year: One league day each month will be used as a low gross/low net game to determine the Aces of the Month. A playoff among the monthly winners will be held in early January to determine the Aces of the Year.  The awards will be presented at the annual January meeting.

 

Par Board:  The par board tracks each participant’s pars, birdies and eagles on league day throughout the year.  The player, in each flight, with the most gross pars or better will receive an award at the January meeting.  The cost of participation is $2.00 per year and enrollment must be completed by January 31.

 

Ringer Board:  The ringer board tracks each player’s best score on each hole during league play.  Front and back nines on both courses are tracked.  The board then creates a composite score for each player in each flight for each of the nine holes used in league play.  Awards will be given for the best composite game in each flight on each nine of each course.  The awards will be given at the annual January meeting.  The cost of participation is $2.00 per year and enrollment must be completed by January 31.

POLICY:  LIMITED TOURNAMENTS

 

Club Championship and Presidents Cup shall be multiday tournaments held once a year.

 

PROCEDURE:

 

Club Championship:  The field will be divided into flights according to handicap.  Each flight will have a low gross winner.  The Club Champion will be the player with the low gross score of the entire field.

 

Presidents Cup:  The field will be divided into flights according to handicap.  Each flight will have a low net winner.  The Presidents Cup Champion will be the player with the low net score of the entire field.

 

Tournament Eligibility:

 

To be eligible to play in the Club Championship and/or President’s Cup a player must have been an MPLN member for a minimum of three months and must have participated in at least six league days within the 12 month period preceding the event.

 

Tees:  All players must compete from the wine/copper tees.

 

Ties: 

 

In the event of a tie, a sudden death play off shall be held immediately following regulation play starting with the first hole played.  The playoff will continue until such time as a winner is determined.  If a play off is not feasible, scorecards will be matched for the lowest gross or net score from the last 5 holes.  If the tied players have the same scores for those 5 holes, scores will be matched for the last 3 holes, and finally for the last hole.  If a tie remains, then scorecards shall be matched hole by hole starting with the first hole until a winner is decided.  The net scores shall be based on the handicap strokes from the scorecards.

 

Disrupted Tournament:

 

If for any reason, subsequent days of the Club Championship or President’s Cup tournament should be postponed the following shall occur:

            1.         The day in question will be re-scheduled to the nearest available                                                time in conjunction with the Pro Shop.

            2.         If a participant is unable to play at the re-scheduled time, the entry                                             fee will not be refunded.

 

 

 

 

 

 

Prize Money:

 

  • The field will be divided equally into three flights of competition based on handicap index.
  • Overall winner receives 25% of the total prize money and becpmes ineligible for additional money.
  • Each of the three flights receives 25% of the remaining prize money.
  • Payout in each flight: 50% first place, 30% second place, 20% third place.

POLICY:  OUTSIDE INVITATIONAL TOURNAMENTS

 

When outside invitational tournaments have a limited number of participants, a lottery process will be used to ensure that all MPLN members have an equal opportunity to represent the organization.  The lottery is in effect only when participation is limited.

 

PROCEDURE:

 

  • All outside invitationals will be available to all eligible MPLN members.
  • Dates for all tournaments/invitationals will be announced via e-mail and posted on the MPLN website and on the bulletin boards in the Mountain View and The Preserve Pro Shops.
  • Prior to the registration due date, a sign-up sheet will be posted at the Pro Shops.
  • On the registration due date all registrants for outside invitationals will be put into a lottery with names drawn randomly for the spots available to the MPLN.  At least three Executive Committee members must be in attendance for the lottery drawing.  All lottery winners will be notified within 24 hours.
  • Members who have not been chosen to represent the MPLN at an outside invitational will be given priority over those who have already participated.  Once an individual has represented the MPLN at an outside invitational, they must sign up on the alternate list which will be part of the sign-up sheet.
  • Two additional names to serve as alternates will be drawn from the alternate list at the same time as the lottery winners and notified of their status.
  • If a lottery winner is unable to participate in an outside invitational, she must notify the outside invitational chair to coordinate reimbursement.

 

POLICY:  SCORING INACCURACIES

 

All concerns regarding scoring inaccuracies shall be handled in a fair and valid manner.

 

PROCEDURE:

 

  • A concern may be submitted to any member of the Executive Committee by any MPLN member regarding noted scoring inaccuracies by any one individual member in the course of league play.
  • If  an additional complaint is submitted, the member will be required to attend a scoring clinic.
  • If further complaints occur, the President shall have the option, with the advice of the Executive Committee , to suspend a player or to request a leave of absence for the player from the MPLN for a determined period of time.
  • All discussions and actions by the President and the Executive Committee shall remain confidential at all times.
     

POLICY:  SPECIAL MPLN TOURNAMENT REFUNDS

(Excluding the Club Championship and the Presidents Cup)

 

Special MPLN tournaments (i.e. Ladies Choice) shall adopt the following procedure for refunds.

 

PROCEDURE:

 

  • A player who withdraws after the sign-up date of a tournament or who fails to show up for the event forfeits her fee.
  • Fees may be reimbursed under the following conditions:

                        1.         In the event of a family/personal emergency.

                        2.         If a waiting list exists and another player is available to fill in.

  • The Tournament Chair will have sole discretion in granting the request.

 


POLICY:  STATE MEDALLION

 

State medallion winners (low gross/low net) will be awarded AWGA medallions and will have the opportunity to play in the state-wide tournament.

 

PROCEDURE:

 

  • To be eligible for Medallion play the member must have a valid USGA handicap.
  • Competition is open to all MPLN/AWGA members and will consist of the two best low gross and the two best low net 9-hole rounds out of four designated rounds on a league play day.
  • Players need not participate in all four rounds to be eligible.
  • All players must compete from the wine/copper tees.

POLICY:  ROBSON CUP CHALLENGE

 

The Robson Cup Challenge is a one day annual nine-hole flighted event held in early spring with participants from Robson Communities competing for a traveling trophy.

 

PROCEDURE:

 

  • Participation numbers from each club will be determined by the host club.
  • Competition is open to all MPLN members who compete in two of the three qualifying rounds.
  • Weekly Tournament Chair will determine fall dates of the qualifying rounds and notify all members of those dates by e-mail no later than August 31st.
  • Participant selection will be based on combined two best net scores in each flight.  Two alternates will be selected for each flight.
  • Each club’s professional will accompany the team and participate in the event.
