ASSOCIATION -

BYLAWS
Article
I:
Name
The name of this
organization
shall be the
MountainView
Women’s
Nine-Hole Golf
Association,
hereinafter
referred to as
the
MountainView
Lady Niners.
Article
II:
Purpose
The purpose of
the organization
shall be to
promote the game
of golf and the
activities of
the MountainView
Women’s
Nine-Hole Golf
Association.
Article III:
Membership
and Dues
Section 1.
Membership in
the MountainView
Lady Niners is
unlimited in
number.
Section 2. Membership
in the
MountainView
Lady Niners is
open to any
woman who is a
SaddleBrooke
resident or who
has contracted
for a
SaddleBrooke
home and been
through the
Design Center
process.
Furthermore, all
players shall
have an
established USGA
handicap before
playing with the
group on league
days. New
members will
attend
orientation
before playing
on league day
and must
participate in
the Partners for
Par Program.
Section 3: Annual
dues for
membership shall
be established
yearly by the
Executive
Committee and
will include the
Arizona Women’s
Golf Association
(AWGA)
handicapping
fee. The fiscal
year shall be
January 1st
through December
31st.
Annual dues
shall be due to
the Treasurer by
December 1st
of each year for
the following
year and shall
be considered
delinquent after
December 10th.
Delinquent
members will be
ineligible to
play in any
Association
event and will
not be a member
in good standing
until such dues
are paid. A
monetary penalty
will be charged
for
reinstatement.
Dues are not
refundable if a
member
terminates her
membership.
Article
IV: Officers
Section 1. The
elected officers
of the
MountainView
Lady Niners
shall be:
President, Vice
President,
Secretary, and
Treasurer.
Section 2.
Each officer
shall be elected
for one year
only, and may
serve no more
than two
consecutive
years in the
same office.
She may be
elected to a
different office
the following
year or may fill
a vacancy for
the remainder of
the current
term. The
President will
appoint an
officer to fill
a vacancy.
Article V: Meetings
Section 1. There
shall be at
least four
membership
meetings of the
MountainView
Lady Niners,
annually.
Section 2.
The annual
meeting shall be
held in January.
At that meeting
annual awards
will given to
members and the
officers for the
coming year
shall be
installed.
Section 3. Members
present at these
meetings shall
constitute a
quorum for any
organizational
business
decisions.
Article VI:
The Executive
Committee
Section 1. The
Executive
Committee shall
be composed of
the officers and
the Standing
Committee
Chairs.
Section 2. The
Executive
Committee shall
have general
supervision of
the affairs of
the MountainView
Lady Niners
between business
meetings, fix
the hours and
place of
meetings, make
recommendations
to the members,
and shall
perform such
duties as
specified in
these Bylaws and
in the Standing
Rules.
Section 3. The
Executive
Committee shall
meet at least
four times
during the year.
The President or
Vice-President
if deemed
necessary may
call other
meetings.
Article VII: Committees
Section 1. The
President shall
appoint standing
Chairs. No Chair
is eligible to
serve in the
same office for
more than two
consecutive
terms. Chairs
requiring
certification
may serve for a
period longer
than two years
at the
discretion of
the President.
Standing
committees shall
be as follows:

Section 2.
The President
shall appoint
other committees
as deemed
necessary.
Article VIII: Nominations
and Elections
Section 1.
The members of
the organization
shall elect a
President,
Vice-President,
Treasurer and
Secretary in
November of each
year.
Section 2: The
President shall
appoint a
Nominating
Committee of
three to five
members, one of
whom shall serve
as Chair. The
Committee shall
convene in
August/September
and present a
slate of
Officers to the
membership in
October/November.
Other
nominations may
be taken at that
time.
Section 3. The
elections shall
take place in
November. The
term of office
shall be for one
year, from
January 1 to
December 31. No
officer is
eligible to
serve in the
same office for
more than two
consecutive
terms.
Section 4. Members
in good standing
shall be
eligible to
serve as
officers.
Candidates for
office should
reside in
SaddleBrooke for
twelve months of
the year.
Section 5. The
President and
two other
executive
committee
members will
supervise the
election.
Article IX:
Parliamentary
Authority
The rules
contained in the
current edition
of Robert’s
Rules of Order
Newly Revised
shall govern the
MountainView
Lady Niners in
all cases to
which they are
applicable and
in which they
are not
inconsistent
with these
Bylaws and any
special rules of
order the
MountainView
Lady Niners may
adopt in the
future. The
President shall
appoint the
Parliamentarian.
Article X:
Amendment of
Bylaws
These Bylaws may
be amended by a
two-thirds
majority of the
MountainView
Lady Niners
present and
voting at any
meeting called
for the purpose
of changing the
Bylaws. All
proposed
amendments shall
be posted 30
days in advance
of the intended
vote.
Article XI:
Amendment of
Standing Rules
and
Officer/Chair
Duties
The Standing
Rules and
Duties/Responsibilities
of the
Officers/Chairs
will be
amended by a
simple majority
vote of the
Executive
Committee.
STANDING RULES
Policy
Development
The President or
any member of
the Executive
Committee may
present a policy
for adoption by
the Executive
Committee. The
purpose of these
policies will be
to facilitate
the general
ongoing
operation of the
MountainView
Lady Niners.
A policy may be
proposed at an
Executive
Committee
meeting and
adopted by a
vote of the
majority of the
members of the
Committee.
Announcement of
the adoption of
said policy
shall be made to
the entire
membership at
the appropriate
time. The
policy shall
then be placed
in the Policy
Manual, which
will be kept and
maintained by
the President.
Any member of
the Niner
organization may
request to view
the Policy
Manual at any
time. Further,
the policies
shall be
maintained and
updated on the
Niner Website
for access by
the membership.
League Day:
Eligibility:
·
See Article III,
Section 2.
·
Five scores of
games played on
the
MountainView,
the Preserve or
USGA course are
needed to
establish a
handicap. If the
player already
has a USGA
handicap from
another course
it may be
transferred into
the MountainView
system. The USGA
system issues
official
handicaps on the
first and
the fifteenth
of every month.
Eligibility
begins only
after the five
scores have been
recorded and the
appropriate time
period is
confirmed by the
USGA printed
Handicap Index.
Before being
eligible to play
on League days
all new members
shall attend a
New Member
Orientation,
held the second
Tuesday of every
month. A
completed
application and
a check for the
year’s dues must
be submitted to
the Membership
Chair. The
highest handicap
to which a
member may play
in league is 30,
although members
may enter with a
higher
handicap.
·
To be eligible
to play in The
President’s Cup,
Club
Championship and
outside
Invitationals, a
member (except
new members)
must have
participated in
at least six
league days
within the
12-month period
preceding the
event.
·
New members
(membership less
than three
months from
orientation)
will be eligible
for all events
except the
tournaments
listed above.
Prize Money:
·
The field will
be divided into
flights of
competition.
·
Weekly prize
money will be
derived from
prize fees and
will be
distributed in
the form of Pro
Shop credit.
·
The amount of
prize money
awarded shall be
based on the
field.
·
Eligibility for
prize money will
be attained upon
completion of
the requirements
as defined by
the handicap
chair.
·
Ties will be
handled
according to the
AWGA rules. Any
departures will
be made
available in
advance of the
event.
Weekly League
Play:
·
The deadline for
signing up to
play is 12 noon
on Friday.
·
The Weekly
Tournament Chair
will handle all
cancellations.
·
Scorecards must
be attested by
all players
within a group
and turned in to
the Weekly
Tournament
Chair. No
adjustments will
be allowed after
the card has
been submitted.
·
Each player is
responsible for
dating,
attesting,
adjusting, and
posting her own
score.
·
A player will be
disqualified for
claiming a
higher handicap,
failing to sign
her card, or for
not posting
within 48 hours.
Awards:
·
Birdies and
Eagles:
Members will be
recognized for
their first
Birdie and Eagle
per hole on
league day.
·
Hole in One:
An award will be
presented to any
member scoring a
hole in one on a
scheduled league
day.
·
Breaking 40, 45
& 50:
Members will be
recognized for
breaking 40, 45
or 50 for the
first time on a
scheduled league
day.
·
Most Improved
Player:
The USGA formula
will be utilized
by the Weekly
Tournament Chair
to determine the
winner.
Eligibility
covers January 1
to December 31.
To be eligible
to win, a member
must have an
established
handicap as of
January 1 of the
year in
question.
·
Ace of the
Month/Year:
One league day
each month will
be used as a low
net game to
determine the
Ace of the
Month. A playoff
among the
monthly winners
will then
determine the
Ace of the Year.
·
State Medallion:
State medallion
winners (low
gross/low net)
will be awarded
AWGA medallions
and will have
the opportunity
to play in the
state-wide
tournament.
DUTIES/RESPONSIBILITIES
OF OFFICERS
The President:
·
Presides at all
meetings.
·
Directs the
activities of
the MountainView
Lady Niners.
·
Calls meetings
as necessary.
·
Appoints
committee chairs
and the
parliamentarian.
·
Serves as an
ex-officio
member on all
committees
except
Nominations.
·
Serves as the
official
representative
of the
MountainView
Lady Niners on
the MountainView
Green Committee
and attends all
meetings or
appoints a
representative.
·
Serves as an
authorized
signature on the
Niner bank
accounts.
·
Orders special
trophies.
·
Appoints
Nominating
Committee.
The
Vice-President:
·
Performs the
duties of the
President in her
absence.
·
Serves as the
Membership
Chair.
·
Meets with
prospective
members and
assists them to
establish their
eligibility.
·
Holds
orientation
meetings for new
members.
·
Verifies
tournament
eligibility for
new members.
·
Arranges with
the Pro Shop to
collect fees for
members wanting
a nine-hole
membership.
·
Coordinates the
Partners for Par
Program.
·
Coordinates the
MountainView
Lady Niners
Handbook.
·
Assists the
President in the
performance of
her duties.
·
Serves as an
authorized
signature on the
Niner bank
accounts.
·
Is agreeable to
become President
the following
year.
·
Coordinates the
annual
membership
meeting.

Oversees
activities of
the Special
Tournament
Chair.
The Secretary:
· Records
and maintains
accurate minutes
of all meetings
of the
MountainView
Lady Niners and
of the Executive
Committee and
posts
accordingly.

Is responsible
for all league
correspondence
including
overseeing
correspondence
for the
Invitational.
·
Maintains Club’s
stationary.
The Treasurer:
·
Serves as the
custodian of all
funds for the
MountainView
Lady Niners
organization.
·
Collects all
monies and
deposits them in
an institution
approved by the
Executive
Committee.
·
Submits a
written monthly
report to the
Executive
Committee,
including an
annual audit.
·
Participates in
the budget
process.
·
Arranges for an
annual audit of
the books in
January of each
year.
·
Disburses all
funds except the
prize monies.
·
Provides paid
entrance for
league events.
·
Serves as an
authorized
signature on the
MountainView
Lady Niners bank
accounts.
DUTIES/RESPONSIBILITES

CHAIRS
The Weekly
Tournament Chair:

Determines
pairings, game
formats,
winners, and
prize amounts
for weekly play.

Develops annual

games for league
play.

The Handicap
Chair:

Validates

AWGA
certification is
preferred.
The Special
Tournament Chair:
·
Oversees
all tournaments
other than
league days,
i.e., Rally for

Invitational,
Putters/MountainView
Lady Niners,
Home & Home,

Choice.
·
Assists
and advises
Tournament
Chairs in their
duties.
·
Coordinates
Outside
Invitationals
and oversees the
Lottery Process.

Serves as
liaison with
Vice President
as needed.
The Social
Chair:
·
Arranges the
luncheons for
all regular
membership
meetings.
· Interfaces
with the F&B
staff at MVCC to
arrange dates
and make
contractual
agreements for
Niner functions.
·
Works with
tournament
chairs to make
arrangements for
luncheons and
decorations.
·
Acts as a
resource person
to the Chairs of
all special
events and
standing
tournaments.
The Rules
Chair:
·
Acts as the
organization’s
resource person
for all golf
rules.
·
Arranges rules
seminars as
needed.
·
Supervises the
rules committee
The Publicity
and Graphics
Chair:
·
Provides picture
and copy to all
SaddleBrooke
publications
·
Provides
graphics and
media material
for all special
events as needed
·
Takes pictures
of club
activities and
awards
presentations,
tournaments,
luncheons, etc.
Transition of
Duties
Retiring
officers and
committee Chairs
shall turn over
to their
successor all
materials
related to the
performance of
their duties.
They will make
themselves
available to
assist in a
smooth
transition from
one year to the
next. A detailed
description of
the duties
should be
included in the
materials as
well as
financial
expenditures
(reimbursed and
donated).

POLICY:
DELAYED
TOURNAMENTS &
PAYOFFS
If for any
reason
subsequent days
of a multi-day
tournament
should be
postponed due to
weather or any
other
prohibitive
reason, the
following shall
occur:
1. The day in
question will be
re-scheduled to
the nearest
available time
in conjunction
with the Pro
Shop.
2. If a
participant is
unable to play
at the
re-scheduled
time, the entry
fee that has
already been
paid shall be
placed in the
MountainView
Lady Niners’
treasury. It
shall not be
used as part of
the payout money
for the
tournament in
question.

POLICY:
AWGA LIAISON
In order to
maintain a
productive
relationship
with the Arizona
Women's Golf
Association, the
President shall
appoint a
liaison to that
organization.
This will not be
an Executive
Committee
position but
rather an
appointment by
the President.
Term limit will
be at the
discretion of
the President,
as will specific
duties and
responsibilities.
The liaison
shall report
directly to the
President on a
mutually
determined but
regular basis.
All
communication
from AWGA shall
be directed
through the
liaison and
reported to the
President.

POLICY:
ACCURATE
HANDICAPS
In order to
insure accurate
posting of
League scores
according to
USGA rules, the
following steps
will apply to
all postings:
1. All
postings shall
be entered into
the computer
within 48 hours
of play.
2.
Player will be
notified of any
inaccurate or
missing
postings. The
player must make
corrections
immediately. If
the correction
is not made
within three
weeks' time the
Handicap Chair
will notify the
golfer and make
the change and
the member will
be notified that
the change was
made.
3. Prize
certificates
will be held
until corrected
posting is
verified. Any
uncorrected
postings shall
result in prize
money being
forfeited by the
player.
4. Two
inaccurate
postings left
uncorrected will
result in the
player being
ineligible to
win any prize
money for the
subsequent
6-week period.

POLICY:
SCORING
INACCURACIES
In order to
insure a fair
and valid
handling of
complaints
regarding
scoring
inaccuracies the
following will
apply to all
lodged
complaints:
1. A
complaint may be
submitted by any
Niner member
regarding noted
scoring
inaccuracies by
any one
individual
member in the
course of league
play. The
complaint may be
submitted to any
member of the
Executive
Committee.
2. After
three complaints
have been noted,
the President
and one member
of the Executive
Committee will
address the
issue with the
member
concerned.
3. If
improvement is
not noted within
the following
month or if an
additional
complaint is
submitted, the
member will be
required to
attend an
Orientation
Session and any
prize money on
the day of the
infraction will
be forfeited.
4. If
further
complaints
subsequently
occur, the
President shall
have the option,
with the advice
of the Executive
Committee and
the Head
Professional, to
suspend a player
or to request a
leave of absence
from the
MountainView
Lady Niners for
a determined
period of time.
5. All
discussions and
actions by the
President and
the Executive
Committee shall
remain
confidential at
all times.

POLICY:
LOTTERY
PROCESS FOR
LIMITED
TOURNAMENTS AND
INVITATIONALS
When tournaments
or invitationals
have a limited
number of
participants,
the following
process will be
followed to
ensure that all
members have an
equal
opportunity to
represent the
MountainView
MountainView
Lady Niners
organization.
This process is
in effect only
when
participation is
limited. All
"open"
tournaments or
invitationals
will be
available to all
members.
·
To
be eligible to
play in the
President’s Cup,
Club
Championship,
and outside
Invitationals, a
member (except
new members)
must have
participated in
at least six
league days
within the
12-month period
preceding the
event.
·
New members with
membership less

all sign-ups for
limited
toumaments/invitationals
will be put into
a Lottery, with
names drawn
randomly for the
spots available
to the
MountainView
Lady Niners. At
least three
Executive
Committee
Members must be
in attendance
for the Lottery
drawing. All
invitees will be
notified within
twenty-four (24)
hours.
4. Two
additional
names, or twenty
(20) percent of
the available
spots (whichever
is larger) will
be drawn at the
same time as the
first alternates
and notified of
their status.
5. For
tournaments/invitationals
when
notification is
received less
than 45 days in
advance, the
sign-up and
Lottery period
will be
adjusted, with a
minimum of five
(5) days for the
sign-up period.
6. Members
who have not
been chosen to
represent the
MountainView
Lady Niners at
limited
toumaments/invitationals
will be given
priority over
those who have
already
participated in
a limited event.
Once an
individual has
represented the
MountainView
Lady Niners at a
limited
tournament/invitational,
they must sign
up on the
Alternate List
which will be
part of both the
sign-up sheet
and the website.
If additional
spots are still
available, the
same process
will be followed
in a separate
Lottery. The
Primary goal
will be that the
person with the
fewest number of
representations
will be given
priority in any
Lottery
selection
process.
Invitational
Definitions
Limited
Tournament
Invitationals:
Invitations
received from
other Clubs for
tournaments/invitationals
where a limited
number of
participants are
invited from the
MountainView
Lady Niners.
Open
Tournaments/Invitationals:
Tournaments/Invitationals,
sponsored by
other Clubs,
Organizations,
or by the
MountainView
Lady Niners that
have no limit to
Niner
participation.
Participation in
Open events will
not be counted
toward the
Lottery process.
Registration
Date:
The date when
the names of
MountainView
Lady Niner
participants
must be
submitted to the
sponsoring
Club/Organization.

POLICY:
TOURNAMENT
REFUNDS
A player who
withdraws after
the sign-up date
of a tournament
or who fails to
show up for the
event forfeits
her fee. Fees
may be
reimbursed under
the following
conditions:
1.
In the
event of a
family
emergency.
2.
If a
waiting lists
exists and
another player
is available to
fill in.
In either case,
the player
canceling may
request a waiver
for extenuating
circumstances
from the
Tournament
Chair. The
Tournament Chair
will have sole
discretion in
granting the
request.
For refund
requests not
granted, the
entry fee that
has already been
paid shall be
placed in the
MountainView
Lady Niners’
treasury.

POLICY:
AWARDS
In case of
extreme
emergency awards
may be given to
those players
who qualify for
them even if the
round is not
completed. If a
player has made
a birdie, eagle,
ace, she is
eligible for an
award even if
the nine holes
cannot be
completed due to
an emergency
that forces
withdrawal from
the field.
POLICY:
VOLUNTEERS
Any MV Lady
Niner who
volunteers to
help with a
major tournament
(Rally for the
Cure,
Invitational,
Niners/Putters,
Home and Home,
9/18, Ladies
Choice, etc.)
but does not
play in the
event may attend
the luncheon
following the
golf event.
The volunteer
will pay for her
lunch and
related fees for
table
decorations,
door prizes,
etc. The amount
due for lunch
and related fees
